My LJ has RSS and Atom links on it. The quick answer to your question is this: When LJ first started, users could choose from about ten blog layouts. Now, that's ballooned into about two hundred million, and most of them have the RSS feeds, but the designs which were made in the olden days, like the one Matt chose, don't have it on there, even though people can still choose to use those designs.

Possibly new/free users can only choose from the old designs, but if he goes here:

You'll be able to see if the newer designs are available.</description>
